The Town Treasurer is elected by the voters for a two-year
term. The Town Treasurer appoints the Deputy Treasurer, Tax Assessor and Tax
Collector. The Treasurer’s Office is responsible for the timely deposits of
all receipts and revenues into the Town of
Scituate
’s Treasury. The Treasurer is responsible for sound financial investments,
oversees notes, bonds and police, teachers and municipal employee’s pensions.
The Treasurers office is responsible for all of the Town’s financial
operations, which also include all phases of the town budget, payroll, human
resources, accounts payable, computer operations and debt issuance.
TREASURER’S OFFICE WINS RECOGNITION FOR ACCURACY. Once again for the
past five years (2001, 2002, 2003 , 2004 & 2005) the Town has been awarded a
Certificate of Achievement for Excellence in Financial Reporting (CAFRA) from
the Government Finance Officers Association of the United States
and Canada
.
What does this mean?
This award is the most significant achievement a governing body can get for its
financial reporting. Out of 39 cities and towns in Rhode Island
, only 7 were honored, including Scituate
. This report recognizes the Town’s audited financial statements for being
comprehensive, accurate and completed in a timely manner. The Office of the
Treasurer has also been presented with a Senate Citation for the State of
Rhode Island Providence Plantations Senate for 2004 in recognition of receiving a
Certificate of Achievement for Excellence in Financial Reporting.
In 2002 Moody’s Investors Service upgraded the town’s bond rating. The
new designation made Scituates’ bonds the second-highest in the state.
Moody’s Investors Services upgraded the Town’s bond rating to “Aa3” from
“A1”.
What does this mean?
Bonds which are rated Aa are judged to be of high quality by all
standards. This rating upgrade (Aa3) will result in a lower cost of borrowing to
the Town of
Scituate
.
The Town Treasurer serves as a member of the Budget Committee, Finance
Committee and the Town of Scituate Personnel Board .
